Default Factions PvE: Suggestion for change regarding Town ownership

I know this has recieved a lot of attention and several posts. Just a suggestion ans sorry if it was previously posted.

As everyone knows owning a town in the Factions campaign as in the current structure is simply the total amount of faction points an alliance has turned in. Faction farming is the current way to gain ownership of a town. Simply having a lot of players in an alliance getting a single character to a certain point in the game and start farming a factions quest makes them elite.

I think this needs to be changed to relfect what an elite PvE alliance really is. And Anet presently has all the information at hand to do this. A combination of of the three known factors for each alliance can be formatted to determine who is really on top.
1. Title aquasition in Cantha only. This is a known quantity per character. Points are allocated for each title and each title level aquired to be used in leading Alliance determination.
2. Alliance battles.
3. Faction points.

The question is what gets the greatest weight? Should small alliance groups be handicapped versus larger alliances? Yes. A large alliance should have an advantage over a smaller one. They dont have alliances in Factions or nothing!
